Minutes of the LIICL Executive Board Meeting – August 26, 2006
The meeting was called to order by President Steve Romero at 12:10 PM

1) Determined Prospective Teams
Alumni C,
It was assumed that there would be 9 teams based upon the information that LIRR would not return. Ademco and Alumni E will be contacted to confirm their participation.
2) Determined Team Numbers (selected by picking teams from a hat)
#1 - Alu E, #2 – Alu D, #3 – EDO, #4 – Alu C, #5 – Ade/KSF, #6 – PRA,
#7 – LSF, #8 – NGC, #9 - CCC
3) It was decided to hold off the issuing of 1st Round Pairings & Schedule pending determination of the teams and position round proposal votes.
4) “The Library dates were ratified - 9/15, 9/29, 10/13, 10/27, 11/10, 12/1 (2 additional dates were requested and paid for – the Library has given us $50 credit toward next year)” Passed 6-0 No abstentions
5) The Treasurer’s Financial Report from John Kingsley: The LIICL has a balance of $63 in checking and $502 in savings (we owe Pete Cullen a prize approx. $50 and we have a $50 debit from the Library)
6) “Dues will be kept at the current $120/season” Passed 7-0 No abstentions
7) Bob Rizzo brought a signature card from the Bethpage Federal Credit Union so that the new officers (Romero, Pappaceno & Montenero) could be transferred to the account. BFCU needs a color copy of each officer’s driver's license (to be emailed to Bob). Bob will deliver the card to the BFCU and John Kingsley will turn over the checkbook to Paul Montenero at round 1.
8) Proposal (M. Pappaceno): “Effective with this season, any player who has an over the board title of higher than U.S.C.F. National Master would be ineligible for any regular season and playoff matches. Any player who is a Senior Master, Fide Master, International Master or International Grandmaster would NOT be allowed to play in the league.” Passed 5-2 No abstentions
9) Proposal (N. Panico): “I am curious as to why CCC got away with having Michael Dorsky being placed on board 3, with an EST rating of 1700 when his USCF is last listed at 1921? Article X - Rules and By-Laws
4) Board positions do have to reflect player strength. A player's board position will be dictated by league rating, where board one is the highest rated player and board four the lowest. A player does not have a provisional LIICL rating until four rated games are played. In lieu of LIICL ratings, USCF ratings will be used if available. The rating list will be updated at mid-season for use in determining board position for the second half of the season.
I recommend that a vote be taken place to have his rating updated at 1921 that way CCC can play in proper board order.” Defeated 7-0 No abstentions
Counter Proposal: “No player may be assigned a rating lower than that player’s normal USCF floor if an old USCF rating exists.” Passed 7-0 No abstentions

11) Proposal (J. Hodos): “I think we have to modify our system. The "good" players are playing the "average" ones too often, and this is no fun for neither of them. How about splitting into two groups, the "upper" to include 5 best teams, and the "lower" - the other 5, playing the same 12 rounds (three times four). Each year the worst one from the "upper" group to be replaced by the best one from the other.” Tabled 7-0 No abstentions (Note that Paul Montenero has subsequently sent a strawman for such a two-division structure which is attached)
12) Proposal (L. Chipkin): “Restore the Game/5 sudden death tie-breaks for the playoffs.”
Defeated 5-1 1 abstention
13) Proposal (L. Chipkin): “Change position round pairing rules so as to preclude teams from playing each other so many times.” Tabled 7-0 No abstentions (until a determination of schedule can be made)
14) Proposal (R. Rizzo): “Reestablish consolation playoffs to determine complete order of finish.” Passed 7-0 No abstentions
15) Proposal (R. Rizzo): “Raise the number of appearances to qualify for the playoffs from one to three.” Defeated 5-2 No abstentions
